What is Resilience?
Resilience is about investing today to get our communities at a better place, a higher baseline, so that when the hazard does occur, our community is not impacted as much, and can bounce back more quickly. We cannot keep the hazards from occurring, but if we can invest so that our community is not dropped below a critical threshold where we cannot bounce back, then we are a resilient community.

Who we are
FernLeaf Interactive and NEMAC have formed a public-private partnership that provides community resilience solutions. We co-developed the NOAA standard “Steps to Resilience” process for helping communities understand risk and build resilience to
natural hazards. We have partnered with Esri to tailor this process to the local government level on the ArcGIS Platform. We are supporting resilience planning in communities throughout the nation.

What we do
Communities are more exposed than ever to the growing threat of natural hazards. In the face of limited budgets to reduce risk, investments in resilience and adaptation need to be highly targeted. We deliver a comprehensive process that identifies and quantifies your community’s specific risks and helps you prioritize and communicate your actions to adapt. In addition to a tailored and localized set of analysis deliverables, our facilitated process and support tools build capacity and align
ongoing resilience efforts with your community’s unique circumstances and needs.
Step 1: Identify Key Assets and Threats
How do you get started? We help you identify your community’s natural and socioeconomic stressors, framed by past impacts, current trends, and evolving conditions. Our expert team meshes your local experience and data with our large catalog of natural hazard and socioeconomic data to build an inventory of your community’s key Asset-Threat Pairs. In a facilitated data-driven workshop and accompanying report, you gain an understanding of regional stressors that drive vulnerability at a local scale, including critical thresholds for factors such as extreme precipitation, flooding, and extreme heat.

Step 2: Quantify Vulnerability and Risk
How do you quantify risk? We deliver a quantitative analysis comparing your vulnerability and risk across threats like flooding, landslides, and wildfire for assets like businesses, critical infrastructure, and residential property. We perform a sector-by-sector, asset-by-asset assessment at an individual property level across your entire community. This analysis is driven by your local property data, ordinances, and building codes for an analysis completely tailored to your needs. We deliver an easily understandable report of comparable Asset-Threat Pair profiles that aggregate these local-scale assessments to a neighborhood scale so that you can quickly compare risk spatially by sectors and threats. This report can be integrated into your community’s existing hazard mitigation, comprehensive, and other plans.
